This doctrine defines the binding rules governing authority, execution, and evidence.
Five laws. No exceptions.

Evidence Precedes Action
No action is considered to have occurred unless verifiable execution evidence exists.

Failure Favors Inaction
When evidence is missing or incomplete, execution halts.

Law 03
Human Authority Is Interruptive
Humans may stop execution. They may not rewrite outcomes.

History Is Immutable
Execution history is append-only and replayable.

Law 05
Authority Is Explicit
Authority must be attributable, scoped, and time-bound.
